Starting tomorrow, August 1, 2026, cruise passengers visiting Mexican ports will pay a higher Non-Resident Duty (DNR) as the country's phased tourism fee increases from $5 to $10 per person.

The increase is part of an agreement reached between the Mexican government and the cruise industry after negotiations over the originally proposed $42 fee. The phased approach was designed to support tourism while helping Mexican cruise destinations remain competitive.

The new fee comes as Mexico's cruise sector continues to post strong growth. According to the Ministry of Tourism (Sectur), the country welcomed a record 6.5 million cruise passengers during the first six months of 2026.

Under the phased agreement, the $10 fee will remain in effect until June 30, 2027. Beginning July 1, 2027, cruise passengers disembarking at Mexican ports will pay $15 per person, with that rate remaining in place until July 31, 2028. Unless the current agreement is revised, the fee is scheduled to increase again to $21 per passenger starting August 1, 2028.

Despite the gradual introduction of the new tax, the latest tourism figures indicate that Mexico remains one of the world's fastest-growing cruise destinations, with cruise lines continuing to expand calls to the country's most popular ports.
